recommended heaters in winter?

Bought the penthouse which should be finished next year.. now I am wondering about the heating.
As flat is new, many of you recommend underfloor heating.
Is there anyone actually using it ? What do you think about it? In which months do you have it on? December-March or longer? is it on all day long or just in the evenings? And..how much you pay roughly/month?

As it is really expensive to install it, I plan to have it just in the living room/kitchen and main bedroom, so no corridor and study room (it is very small so maybe i will use oil heater there and AC, been using oil heater for 2 years and it is really good for small rooms I believe).

Does it make sense? What do you think?

While having underfloor heating, Do you also use AC in winter or then you can leave it just for summer?
