Your agent is right. Your sister and her husband can come to Saudi on a business visit visa as long as they could prove that they are in a business in Pakistan.
Following are the documents which will be required by the Saudi Embassy.
a) Income tax returns for the past 2 years.
b) Bank statements for the last 6 months showing healthy transactions.
c) Membership and letter of recommendation of Chamber of Commerce.
d) Proof that applicant is a proprietor or a director if the organisation is a private limited company.
e) Letter of invitation from the Saudi company in the name of Pakistani firm.
