masters study eligibility query

hi people,
iam arun from india... did my 3 year bachelors degree in commerce and now looking forward to do my masters in either finland or norway (preferring free education).. what i want to know is ,am i eligible to pursue masters with a 3 year bachelors degree, i often hear a 4 year bachelors degree is a must... please enlighten ..regards,
