After a quick Google search the recommendation is that expats have their own medical insurance cover.

Do you mean that companies in Mauritius do not provide medical insurance benefits? and if you got sick in Mauritius you pay for your medical treatment? in many countries, companies pay for their staff medical insurance, while others pay for family medical insurance as well.

Depends on the contract you negotiate with the hiring company. You may hit the jackpot as far as benefits are concerned or you may have to dig in your own pockets.
Not everyone is hired on an expat contract (with all the bells and whistles : from company car to children's schooling to  maid and subsidized housing) . Some may be just lucky to get employment on a work permit as a contractor for a limited period.
