Cost of living varies from each province to the other...
You cant say one is better than the other.. it all depends on the requirements of the person...Personally i found that the cost of living in Quebec is much lower than the other provinces and the weather is not bad...Vancouver is expensive and job market not that easy but has a much warmer climate...
Anyway me i love montreal...

I'm not sure what kind of accommodation you are looking for or whether you want to rent or buy (check mls.ca for buying property and apartmentguide.ca or Craigs List for rentals to get a general idea)  For rentals - unless you are sharing - minimum CAD$1,000 for a small place outside of downtown.  Note that prices grow exponentially as you move closer to popular areas and increase in size and amenities.  You shouldn't have too much difficulty in finding accommodations, there is plenty of availability.

For what it's worth - here is my take on the two cities.  Vancouver and Toronto are the most expensive cities in the country to live in, but in my opinion both are worth it - each with its own unique draws.  Vancouver's proximity to the mountains and ocean means you have access to world class skiing and watersports, and while it's climate certainly is warmer than most other places in the country - there are A LOT of rainy / cloudy days.   Vancouver (and BC in general) has a very laid back friendly - out doors-y attitude.   I wouldn't worry to much about earthquakes, you're right that the west coast of North america is seismically active, but earthquakes are quite rare; severe quakes, even more so.

As for Toronto - it is really the heart of the country for international events, sports, concerts, fashion etc; what ever you're into - there is always a lot to do in the city. 

Job wise - I agree with the last poster that Vancouver's job market can be more difficult, but if you are able to secure a position before arrival - that would be the best option, I assume.   I have no idea about salaries for that kind of job though.... sorry.

well .. good to know all of this information about Canada, but I'd like to know from u guys who already went to Canada or  are living in canada ... I'll graduate this  year both in Telecommunication Technician and Business Administration .. well . in my case where's the best place to find a job in this field ?? I thought about Toronto.. idk if am correct but it seems like a city who have great opportunities ..
