i want someone partner who want business in Singapore with me.all setup his/her i must look after setup only.

You should approach company incorporation service providers like Rikvin or Janus (these are the ones I heard of, there are also others and I cannot make any recommendation). They are the experts on these things and the fees they take are probably well invested to avoid legal obstacles later on.
