work permit/residence for a family mamber of a EEA-national

Hi all.
My husband and I, we are considering moving to Malta from the UK.
I am a non-EEA national, family member of an EEA-national, holder of a UK residence permit.
Correct me if I am wrong, but I don’t need to apply for a local work permit. What I need to have is a local residence.
Does anybody know what the procedure for obtaining the local residence for me consists of? How long may it take from the moment we arrive in Malta till the moment when I can be legally employed?
Do I understand correctlyt that the form to be completed is CEA Form F and I have to apply for a residence (as well as my husband does) in case we reside in Malta for a period more than 3 months?

The procedure (not very clear though) is here: http://homeaffairs.gov.mt/en/MHAS-Infor … dence.aspx It can take some time but it doesn't matter - you can work :) There is no barriers in EU :)
