4000 enough?

hello
i have an offer with basic salary 4000 + commission (might be another 4000 in a good month and around 2000 in the worst expected situation) + private apartment accommodation + car + all official bills paid by company.
Is it enough to live well in UAE on my own?
And could anyone explain what means official bills ? Does it include utility bills ?

It's written - Mobile - GSM line - All official bills - private accommodation

The offer sounds good as it takes care of accommodation etc.
