I believe you are right. Some how mixing of locals and foreigners is not very common. The reason is obviously differences in culture, language, habits and religion, so obviously there is little common ground to even begin a casual social relationship.
Foreigners are equally to be blamed for lack of interaction since somehow they draw a line from their first day and do not make an effort and stick to 'their own kind'.
I have seen some local and foreign families being close and friendly but it takes a long time and a connection like being neighbor or having kids at the same school but there is always an element of cautiousness from both sides.
