Hi Kirsty.
I lived in Hue for 2 months (13 March- 13 May) and despite a fair amount of ExPat'ing I did not have any luck at all with making contact. I suggest you rent a bike and go to COCOCO which has an international feel to it. Otherwise you'll need to frequent a few bars - trouble is most people are just passing through for a few days. As you are working in Hue then hopefully you'll meet some other ExPats at work, or if you can attach yourself to someone teaching in a language school.
