Can a foreigner start an NGO

I have recently moved to Mauritius with my husband, I am currently on a residence permit as a dependent.
I am thinking of starting an environmental NGO. Can anyone give me advice on this? Is it possible for a foreigner to do this and what would the procedure be?

I looked into this about a year ago and read much about NGO's here, one interesting article is: http://www.defimedia.info/news-sunday/n … rises.html

There was an excellent site that also gave all the downloadable forms to register as a NGO but sadly I can no longer find it Hoping someone else may recall which site it was and post on here.
