Can foreigners work as self-employed in the United Arab Emirates? What are the formalities to work as a freelancer?

What are the pros and cons of this status: social security, tax system, etc.?

How is the freelance market in the United Arab Emirates?

As far as I know, foreigners require a freelance license,   which cost around $10,000, and include 1 year residence visa.
no local business partner required, no office required. but you can not own a shop or keep stock.

I think this can be a good start for establishing a business in UAE
