Hi,

When settling in Russia, one of the priorities is to be able to make phone calls.

How to proceed to get a landline installed in Russia?

What are the mobile operators?

What is your average monthly budget?

Comon man this ain't like settling in Mars !! It's a bloody start forward process. If your in Russia and ask a Russian about a phone budget they'd laught their ass off... Get real cos if your not smart enough to figure out this you ain't fit to be in Russia cos there are so many other factors that's gonna questions your very existence))

Easy, man :D
There is not really big difference in mobile operators. You just have to choose right tariff, it depends on your purpose (international calls, calls only in one city etc). Don't buy ready package, it will cost more because it contains things that you will never use. 
I have MTS and I pay 150 roubles every month + 350 for mobile Internet from Megafon.
