Apartment rent become increase without any reason

I am having single room including kitchen and toilet with small hall. I am paying before every year around 15,000sr. Building owner asking now to pay 18,000sr. per year without any reason, building is in normal condition, not very new. There is no renovation at all which make sense to increase rent. He give me 1-month notice to pay 18K or else leave from flat.
Aalmost 3rd time i am gonna transfer to another building, same case happened with me twice in past.
It's so hard to move again, when you have lot's of stuff in house.

Why like this? kindly advice? is there any Govt. office if I can legally complain?
