I am preparing to move to the Cuenca area in May or June of 2016.
  I was wondering if anyone knows about the Ham community in EC? Is there one? Popular, mainly Gringo's etc.

Just do a google search for 'ecuador amateur radio' and you'll get some hits you can investigate on this forum and others, some of them specifically for Cuenca.

As a long-time SWLer I miss HCJB, La Voz de los Andes (The Voice of the Andes).  My Dad was a ham when we lived in Quito many years ago.
