Not Getting Paid

Hi i really need advice . My friend works at a construction company related to government sector. Since 3 months they stopped paying all the expacts, but still paying for all Saudi employees. He got a contract, but they keep on saying we are going to pay for you and more delay occur.
So what can he do next? Is he protected legally? Can he sue them? Or what do you advice!?
i am sure plenty of people went through this situation please let me know what did you do.

Tough situation...Legally you can go to the labor court though no idea of how much it will work out...And the construction company will be a contractor to the Government I feel...

Not paying salary for 3 months is serious labor law violation and must be reported to Labor office.

Legally and because of not getting payed for three months, the employees do have the right to transfer to another employer without current employer consent, but it will take so long to do so (it takes forever)!

My advice is to wait and keep asking until get payed, I know it's so frustrating, but going to labor office is even more frustrated and time consuming.
