It is not clear from your post what you want to get admission to (university?).
Maybe you can explain the meaning of the abbreviations you used (Mbbs, MCI)?

I want to get admission in Germany for masters in surgery. Do I have to clear the exam of our country ie exam conducted by medical council of India to get admission?

Admission criteria are decided by each university individually. Thus you should ask at the university you want to enter!
