Malta visa for holiday

Hello....Please advise me if anyone can come to Malta for a short holiday and do they need a visa?

2 people..... one is a Russian
one is a Philipino

They want to visit the island
(at present they live in Moscow)

Do they apply in Moscow or do they apply/contact the Maltese authorites in Malta

Will they get a visa?

All information will be gratefully received ...thank you!

Will they get a visa? Nobody on this forum can answer that! The consulate officer makes the decision, based on whether or not the applicant(s) meet the requirements for the visa solicited.
