Spanish Passport Application

Hi,

Can a person born in Panama, now living in USA for 45 years, apply for a Spanish Passport?

How is this done? How long does it take?

I have read a bit about Ibroamerican  rules but to be honest I find it all rather confusing.

Grateful for any help on this.

Yes, but to gain Spanish citizenship by rights of being a citizen of an Iberoamerican nation, you need to have lived in Spain for two years and be living there when you apply.
