The answer to this question very much depends on your nationality and the purpose/length of your intended stay in Germany.
If you are non-EU-citizen, getting a tourist visa is easy and quick if you fulfil the requirements (check your country's German embassy webpage). For a longer stay, you need to either get a work permit, have direct relatives (parents, spouse, kids) in Germany or fall into one of the few niches like political asylum. How difficult any of these are depends on your personal situation.
