NOC Required for position in Government Entity?

Hello,

In the case of expat already working in the private sector in his 5th year of work.. the Expat gets a job in a 100% government owned entity, so in case of a Government operated entity - if they are hiring an Expat from the private work-force in Oman - Do the Government Operated entity require a NOC (No Objection Certificate) from the Expat's Company? OR since its a Government operated entity no such NOC is required?

Kindly advise if you know.

Any expat who wants to shift jobs within Oman must be armed with the last employer's NOC. The rule does not specify any exceptions.
