Huroob exit

Dear friends,
I am in huroob. I want go to india without jail. I have seen on website, there is a possibility for go home without jail. But my embassy is not accept that website statement. Embassy only guide me to go tarheel. I don't have a criminal cases.  If surrender myself in jawazat how many days hold me in tarheel. What is the procedure? Please tell me.
