Choosing where to live in The Philippines

My girlfriend lives in Caloocan City in the MNR but cannot get decent broadband or TV services. The former may be due to her area and the latter due to expense. I need good broadband and good TV reception. Does this mean by satellite for TV?
I have been reading that moving to outside Manila is far cheaper. My girlfriend would like to be close to her family in Caloocan City. Any suggestions where to live on a pension income of around $1,100 that is reasonably close to Manila would be helpful. I would need 3 bedroom accommodation.

if you want less cost of living..near manila ,,please, search house, in laguna,cavite,or batangas good for you..less than hour ride,,you are reaching airport,,seaport or makati area..thanks/
