Question on ACS and RPL of Australia

Dear Friends,

I am Mohammad From Afghanistan, have about 10 years work experience in Web and Database field.
I am 33 years, I have a query regarding ACS assessment of Australia, I applied for  ACS few years back but result was not good, my associate and high school diploma was not recognized. but now I want want to know:

1. If I get Microsoft Certified Solution Developer (MCSD), Do I need to write RPL report also?
2. With about 10 years experience am I eligible for immigrating to AU?

Having an active MCSD or MCSE certification will not make you an ICT Major degree holder  but it will make you an AQF Diploma level for ICT Major.
There is an advantage because of it. If the certification is closely related to your experience, then you don’t have to do RPL, and you should have five years of experience in the past ten years. If your certification is not closely related to your experience, then you still don’t have to do RPL, but your experience should be six years. Following are the links provided by them:
