does anyone know where my lebanese bf can apply for work here in Phils? he is a graphic designer... help pls!

It would be very difficult for him to get a work permit unless he found a MNC to hire him and applied for a work permit for him. Afraid its unlikely as there are so many locals who are qualified in that area and are much cheaper.
