Freelancer looking for quiet city to relocate

Hey everyone,

I am new to the forum, so Hi to everybody.

I have been working as a freelancer for a few years now and lived in different places in South-East-Asia. I now feel like trying a completely new environment and something inside me tells me that Africa sounds good.
I am not naive and I know that Africa is not all the same at all - but I haven't seen anything apart from a few trips to Egypt and Tunisia. That's why for now I want to keep and open mind and ask you guys for your experiences.

What am I looking for?
- I have been staying around an area for 3-9 months before moving to somewhere else - I am therefore not planning to invest and settle down, but for the time I am there, I really want to enjoy the city I am staying in.
- I am working as a developer, therefore I need a reliable internet infrastructure. Doesn't have to be super fast, but everything below a 2Mbps connection would be a compromise.
- I do not want to stay in a huge city. Everything with a 1.000.000+ inhabitants tag scares me.
- Of course a reasonable security level is important.

Apart from that I am very open minded. I am looking forward to hear your experiences and suggestions.
