There is an amazing blogging community and the bloggers are usually really nice about giving you info on Santiago and maybe meeing up for coffee. If you are a lady, there is a monthly English speaking lunch called Ladies Lunch Santiago ladiesmeet.webs.com/
Also, couchsurfing.com has different groups in Santiago and there are English/Spanish meet ups and other random meet ups.

As I'm in the process of learning German, I would gladly and eagerly meet up people that can talk in this language. I'm a not an Spanish teacher so I can't say I can teach it but being passionate about different cultures and languages, I studied 3 semesters of French, I can tell you I know something about it and processes involved.

As a novice I'd just ask some patience though :)
