Hi, my name is Daphnne and I'm from Ghana studying in Rome. My stay of permit expires the end of July so I've already made arrangements for the renewal. I have to travel to Belgium in august and would like to know if I can travel with the renewal receipt or if I can travel there the month of July before the permit expires.

Technically, the renewal receipt is not sufficient; one needs to have a valid permesso in hand.  I know several people who have attempted to travel through the Schengen with the renewal receipt (solely to make plane transfers) and were prohibited from boarding the plane.  I know others who were never asked to show their  permesso at all.  So, it is a gamble; it often comes down to who one encounters at a given airport and how strictly they apply the Schengen travel rules.  To avoid possible complications, I would recommend that you do all of your travel anywhere in the Schengen zone before your permesso expires, or after the new one is issued.  And, don't forget your passport!  The permesso is not a travel document, but one that indicates that you have the right to be in the E.U. beyond the original 90-day limit.
