I have a friend who would like to go to the states for a time. Tourist visa are so often denied, so she thought to try going as a student or to work. Which is the better option to try?

It depends on her educational/professional background and finances. Uscis.gov goes into details of visa options and requirements from soup to,nuts or forms to fees.
