Iltes frustrating

Hi
My friend appeared in iltes 6 times and every time got very scattered results, right now she is in Pakistan and applying for immigration, she needs 7 in each module but overall she got seven, now she is very upset because without iltes she cannot proceed, she has kids and family, she is applying for Australia and she is main applicant.
Can someone had face same situation ?
Is there any sure solution ?
