In Sweden on Working/Holiday Visa wanting to apply for Sambo Visa?

Hi all 
My name is Boston I'm from Australia and I have recently arrived in my partner's home country of Sweden on a 1 year Working Holiday Visa.
My partner and I met in Australia in early 2015 and have been together ever since. After being together for over a year and a half our relationship had really grown and things started to get a lot more serious. Then came the big question, what happens when your visa expires and you have to leave etc.
So we did our research and came across the Swedish Sambo Visa, the only problem was that this visa can take up to 12 month or more to be processed with us only having 3-4 months left together before her visa expired.
Hence the decision to go with the Working Holiday Visa.
Does anyone know if I can apply for the Sambo Visa now that I am in Sweden at the beginning of my Working Holiday Visa?
