For a filipino nurse to be able to move and work in Germany. Is A1/A2 is enough course to take?

Np, you need at least B1, and I would recommend you to search before, because nursing and other professions in the medicine field normally demand some additional courses so you can have an Annerkenung. In order to study, you will need a C1 level.
