Applying to switch visa types requires leaving?

I'm currently in Manila on a regular automatic tourist visa that requires renewal after 30 days. If I want to switch to the 9a multiple entry visa that lasts 59 days, do I need to leave the country before I file the application? Would I need to go all the way back to my home country (USA)? How long should I plan for the process to take, before I can return to the Philippines?

I Highly doubt if you did have to exit for that change and even if you were to exit it wont be necessary to your home country, existing to the nearest country such as Singapore,  Macau etc will be a good choice.

Having said all that, i think it will be best if you go to the immigration to find out the necessary requirements.
