Hi there my question is:

Are foreign parents who have permanent residence as they are parents of Brazilian baby allowed to enter the country without their baby.
The other question:
Is there a way to renew the Brazilian passport for the baby urgently.

I see no reason why you should be required to have your baby with you. You can renew it at PF in Brazil or at Brazilian consulate outside of Brazil.
