What documents i need and my girlfriend is an latvian citizen

He said he's an asylum seeker, I suspect he hasn't got any visa until such time as his status is resolved.

I guessed not.  I don't know for sure the answer to your question as to whether they would let you marry before your status is settled.  My advice is to speak to the Immigration authorities where you are.
