Open a small Vietnamese food cafe in Chiang Mai

Hi everyone,
I and my partner want to move to Chiang Mai for 2-3 years. For living, we would like to open a small shop there to serve Vietnamese food and cafe. Do you know that is possible for foreingers open a shop there? Does anyone had experience in getting license, tax...? It is highly appreciated if you can help with your idea!

No if neither of you are thai it is almost impossible

Not a good idea to open a restaurant to "live on it". Even when your partner was Thai, not the best idea to make enough money with such a restaurant.
