Thai resident in Croatia - How to get Schengen Visa in Europe?

Hi everyone.

My friend who is a Thai citizen, usually has to go to Thailand to apply for a Schengen visa.

She and her husband wish to become resident in Croatia. How would she apply for a Schengen visa from there? Is this possible?

This should be the same for any non EU person that doesn't get the automatic 90 days entry (so not US, Australia, UK, etc)

To become resident, one does not apply for a Schengen visa.  They must apply for a long stay (D) category visa of the country they wish to reside in.

I'm not asking how to become resident. IF YOU ALREADY ARE RESIDENT, how to you travel in EU/Schengen? Can you apply for Schengen Visa from Croatia?
