Hi.any exemption of livelihood for german family visa?

beppi

What do you mean?
In case you mean proof of sufficient income or other financial reserves to live in Germany without relying on state handouts: This will not apply to you and your close family (spouse and minor kids), as you are Italian (and thus EU citizen) according to your profile - even if the others are not EU citizen.

Sorry I forgot to mention. This I ask for my non EU friend.

For non-EU citizens to bring family members, they must show that they can survive (minimum at the official poverty line) without needing government handouts. This is to protect the state from social security abusers and the society from unnecessary poverty.
In fact the required amount is the absolute minimum for survival and I wouldn't recommend anyone to come with only that - for a reasonable lifestyle you need more!
