PhD in Norway

Hi :) is there anyone that is taking, or has sent the request, for a PhD in norway (i am interested also in sweden and finland, but norway is my first goal) and that would like to help me in understanding how it works? Thank you :)

I am interested in a PhD in Sport Science, so by the moment i have found two possible institution, the Norwegian school of Sport Sciences and the University of Agder. The first one as far as i understood sometimes offer "prepaid" PhD, i mean already with funding and topic (so i need "just" to win the lottery and being accepted in it). The second one has a Phd which starts "upon agreement". What does it mean? That they just wait "for me" to find the funds and it will start?
Last question...if i do not wait a "ready" PhD, how do i apply for it, and where to fin the funds in Norway? i know there are stupid questions, but it's my first approach with Phd world..
