Holders of EP Category I and II or MM2H holders can arrange a work permit for their current maid direct with ESD https://esd.imi.gov.my/portal/pdf/TC-ES … r-2017.pdf

The government announced in the recent budget that from 2018 (no details yet) employers would be able to recruit their own maid from 9 specific countries without going through an Agency https://www.thestar.com.my/news/nation/ … countries/
