I am lecturer by profession in analytical chemistry subject
Now I would like to move to Germany for employment
With job seeeker visa
Is it must speaking German.
Or is it ok for English.

There might be jobs for English speakers, especially in academia (which seems to be your area?), but they are certainly far less numerous than those requiring German language skills.
For example, a lecturer usually teaches in German, except at a few English language institutions.
Apart from that, you also need German in daily life - not to survive, but to get to know the country and its people, to find friends and to have a fulfilled social life. This is the same here as in most other countries!
