Mr. David,

You need to go personally at British Embassy in Manila sir, as email wont do you good. It is not the British Embassy that require you for the legal capacity but the Philippines itself.

female_expat is right, you have to go to British Embassy here in Philippines. Present your proof of non-marriage. They will be the one who will give you the Certificate of Legal Capacity.

In 2004 the wait was 11 months, about 6 months for a fiancee visa.  My understanding is that the spousal visa wait time has almost doubled since then.  Good luck

the chances are 50/70 American embassy in Phil. is too strict,too many question and lots of documents support needed. The good thing was, try and try until they succeed I just hope your mom still in good health after the American embassy give them approval, goodluck anyway.
