I have visited Las Terrenas for a week and I am considering buying a villa. The plan is to rent it it out as much as I can and maybe take a few weeks to myself. I was wondering how many weeks I could potentially rent it to tourists through a management company. They are telling me 30-40 weeks. Just not sure if that’s accurate? Is the rental market close to the beach and the fisherman’s village strong enough to rent 30-40 weeks per year?

Take around 15 to 18 weeks to start with. No way its 30-40 weeks. At least if you are in a rental zone like for example Playa Coson.

-min 4 bedroom with bathroom and airco
-pool
-bbq
-safe area inside gated community
-electricity inverter backup
-decent internet wifi

Our apartment rents each year to one guest for the high season (January to March), than many weekends throughout the year to Dominicans who want to visit the beach.

30-40 weeks sounds really high to me. As Tony said, don't count on that many rentals in your decision making.
