Computer Techinician visa on Virtual University Pakistan Degree

Good day
My brother is currently working in UAE and one company offered him in KSA on computer technician visa. He completed his computer sceience degree from Virtual University(distance learning). I heared saudi culture and embassy stop attesting distance learning degrees. But for computer technician he doesnt need attestation.I have two following queries.
Can he stamp computer techcian visa with his VU degree?
Can he stamp visa without getting exit from UAE work visa?

Distance education certificate not valuable in ksa they are consider only regular degree certificate only eligible for attestation

My question is not related attestation. Computer technician visa doesn't require attestation.

saudi arabian embassies abroad has stopped attesting degree's earned under distance education mode. but i dont think there will be an issue in stamping the visa without the attested certificate.

there is a good chance that the saudi embassy will reject the application to stamp visa, as he hold a valid work visa in UAE.
