Well this is interesting question about relationship in Saudi Arabia. As well everyone know that Saudi Arabia is the only of country in the world who keep his own respect in each field. In the same time we can called it is own dignity in the whole world. from the old culture Saudi Arabia keep his dignity in his each commitment. Every country has own culture and own system for each field as well Saudi Arabia keep the same culture as others countries have it.   Saudi Arabia has many questions from whole world about their strict culture but in my word Saudi Arabia is very beautiful country knows for their culture. Saudi Girls want to marry with foreigners but there are many condition to do it as well the rules and regulation as Saudi Government put it as essential for do it. If Foreigners want marry with Saudi person which not that much difficult if they follow the rules.

Depends on your Definition of "Relationships"

Intercultural Relations as in "Friendship Relationship" (male friends with male friends Only) and (Females with Females) as in Friends (please don't think dirty)... well Intercultural Friendship Relationships Exist...

If you talk about Romantic Relationships... there is no such thing as "relationships" here, since Dating is not allowed...
and Intercultural Relationship? well i dont think so... since every one knows (but no one admits) that there is some level of Racism exist in KSA between Different Cultures & Nationalities...
Lack of Social Interaction between Opposite Genders and Gender Segregation is another issue / thing...

Summary:
Intercultural Friendship "Relationships" are YES
Intercultural Romantic "Relationships" are NO

Just My Perspective & Experience (15 yrs) here so far...
