Google "nước 20 lít giao tận nhà" or the brand of water you would like to drink (Aquafina, La Vie, Sapuwa, Vinh Hao, Bidrico, Vihawa, ion Life, etc.) and call them up.  You'll need to pay for a deposit and the rent (or purchase) of the countertop ceramic base (some companies use a 3-legged stand) in addition to the minimum of bottles per delivery.

For example: we drink La Vie and the minimum delivery is 3 bottles.  Thus, for the first delivery, we paid the initial deposit of 3 bottles, the cost of 3 bottles in that delivery, and the purchase of the ceramic base.  For the subsequent deliveries, they picked up the empty 3 bottles and we paid for the 3 new ones.  When we moved outside of the area, they refunded our deposit, we kept the base for our new apartment.

The price, the deposit, and the cost of the base/stand are different among the brands of water.
