What is the best season/time of the year to move to Germany, and why?

How do rent prices fluctuate based on the different seasons?

Is there a change in the job market depending on the seasons, such as job availability?

What are the times of year to avoid for expatriation to Germany?

There are no perceptible price fluctuation throughout the year. Also availability of goods and services (incl. accommodation) isn't seasonal.
However, like all temperate countries Germany is nicest in summer, which might ease some of the stress of moving and adjusting.
For parents: The school year starts in August or September (depending on the state), so it's wise to move just before that.
July/August and the two weeks after Christmas are holiday period, so offices are emptier and everything moves a bit slower.

I think it will be better to move in Summer especially if you are coming from a warm climate like myself.

Unfortunately I came in to winter directly and adjusting was not very easy but I survived :)

Like the previous person said, apartment cost does not really fluctuate with season from my own point of view, it's just that it seems like an herculean task in getting an apartment!
