What are the requirements to obtain unlimited PR card in Romania ?

Does anyone know what are the requirements to obtain unlimited ( No expiry date ) permanent residency card in Romania ? One of my friend own in Italy and wondering does Romania also  provide that after such time ?

Johnny Will I be able to apply after certain time? as the link above says :-

:- You cannot get a long term right of residence in Romania if you fall into one of these categories:

1- you have a right of temporary residence for studies,
2- you are an asylum seeker or a beneficiary of temporary humanitarian protection or 
     you enjoy temporary protection of the Romanian state,
3 - you are in Romania with short-stay visa or visa / right to stay conferred by diplomatic
     or work visa

I am going there at work visa granting  by a Company there.

It seems to say you get an annual visa for the first five years then apply for a Five Year visa.
I think I'll just apply for a five year visa anyway and see what happens.

So to apply for a five years visa I have to be stay there for 5 years ?

They says In order to obtain the long-term right to stay, you must have had a continuous stay in Romania during the last 5 years. The stay is considered a continuous period if the absence from the Romanian territory is inferior to 6 consecutive months and does not exceed a total of 10 months and if no action of removal from the national territory was ordered against you.

That's how I read it and that's what several long-term residents have told me.

Hi It says nothing on the Immigration website about a requirement to speak Romanian - mine is patchy & my partners is non existent. Any idea anyone. Plus, how can we prove we haven't left the country for an extended period? Thanks Sue

The only reason you need to know the language is when you apply for citizenship. At no other time.

Thanks Johnny. Well having thoroughly read the link to PR I think we'll have to apply for 5 years again. We are self supporting & can think of no way at all to prove that we haven't left the country for an extended time. Can't even use the bank statements as we only check them online & didn't download them & the bank won't supply for further back than a year! I thought that they were keen on increasing their adult population of solvent people & workers, but they do make things tricky! Sue

Entry and exit is computerized at all borders. I think the lack of activity should suffice.

Went to Pitesti Immigration today to apply for permanent Residency. Can't do that we were told as we only had a few days left on our 5 year Visa! We were told to renew the 5 year visa & to come back anytime after today to apply for the 10 year! You need 5 consecutive years here with no breaks longer than 6 months AND you need to apply 3 months before the 5 year visa ends. SO it is impossible to apply 3 months before the first 5 year visa ends, since you haven't been here 5 years. Really, you couldn't make it up!!!

EU applicants must also prove that they haven't been out of the country for 6 months at a time as we are not recorded electronically at the border. The official suggested bank statements, bills addressed to you or a Notary letter from your neighbour confirming this. I will need a week or two rest and a few stiff drinks before I return to try again!! Sue

Logic would say that is taken into consideration as they process the application so I wouldn't go all goofy until you run into that situation, though its good to know they require an ample processing period.
