Need to start the process in the country you reside (closest Mexican embassy or consulate), can't be Mexico. Can't get a change from tourist visa to another within Mexico.

If in Mexico, Guadalajara like your profile says go to the INM office in Guadalajara for information https://www.inm.gob.mx/gobmx/word/index.php/jalisco/ . Also, your profile says Indian while you are quoting that your german!!!

For an appointment to apply for the proper visa I believe you can contact the German honorary consulate here: Calle 7 No. 319, Colonia Ferrocarril, 44440 Guadalajara. Tel. 0052 33 3810 2146 Email: guadalajara@hk-diplo.de

The consulate in Guadalajara doesn’t seem to have its own website but I found the following one that confirms the above information and also lists the other German consulates in Mexico: mexiko.diplo.de/mx-es/embajada/honorarkonsuln
