There is a Russian Orthodox church in Costa Rica but I am not aware of any Jewish synagogues.  But you might want to contact the Orthodox church to see if they know of any Rabbis here.  See:

I was married to a Russian and spent a bit over a year living in St. Petersburg.  I have really been missing Russia, it's people and my family there.  There is something very special about Russians.
